I read it as Peter having gone out on his own initiative to intercept and tell Nicola (perhaps even to tell Patrick, given that he asks whether Patrick had been 'stopped in time') and finding that when it came to it, it was unexpectedly difficult. But idk, is it said later on that he was sent?--I might have missed something.
