I agree that Selby may have felt a sense of sexual threat from Foley, and the text certainly supports that reading, but I have also wondered if Foley was simply messing with Selby's head because he could. Because he enjoys making people uneasy and at odds with an environment where he appears all that is authoritative and official but knows that he is not.
