I'm not convinced Nicola quite understands that, although it's certainly the obvious reading for a modern reader. Peter seems remarkably clueless.
But possibly, Foley just doesn't want anyone to know about the person he's been meeting - who I assume is one of his spy contacts given his being so pleased about "something".
