Do we actually know where Foley went to school? Is it not possible that he went as a fee-paying pupil to the grammar school where Anquetil was a scholarship boy? Not every naval officer was educated at Dartmouth, and the good grammar schools were every bit as good as the public schools in terms of education, etc.
