My father would probably be about the same age as Peter is supposed to be in TMATT. His father came home from the war and was apparently appalled at how his sons had been brought up in his absence and immediately entered Dad for Dartmouth. Dad managed to fail to get in - the actual reason is lost in the midst of time, but we suspect he's colour blind and failed the medical. He would have absolutely hated it there, but that wasn't anything that would have bothered Grandpa. He ended up as a day boy at the local minor public school, which he also hated apart from the Cadet Force. Grandpa's next plan was that he would go to Sandhurst. Dad would probably have enjoyed that, but again failed to get in. So he was sent to university, where he joined the OTC and then spent the next 10 years in the TA.
So yes, I see Peter as something of a victim, but at least he had an idea of what he was being set up for and almost wishes to be cashiered after "the boat thing", but then realises going back to ordinary school might not be what he wants either.
