I don't think it is necessarily that Rowan thinks Ginty is malingering, more that she, like Karen, thinks that Unity is an unhelpful influence on the always very easily influenced Ginty. I think Rowan is trying to pull her away from Unity-fication - or even just back into familiar/familial territory of activity rather than moping ? Part of Ginty would be really relieved to be out of Unity's orbit (and we'll later see her relinquish Unity without a backward glance). The trouble is, Rowan does it badly and Ginty digs her pretty little toes in. We'll come back to this after Chapter 10 no doubt!
Remember, the fear of the sea is purely fabricated for Unity.
