I don't think Nicola actually thinks it will be either the Speaker or Churchill who will answer the phone - just one of those random thoughts that it would be a logical thing to happen.... As you say, putting it as Churchill actually gives a whole new perspective to it. For the Speaker, it just felt like rather a good pun, if slightly sophisticated for a child of Nicola's age.
