I don't think it's that bad - Mrs Clavering leaving without saying goodbye. She hadn't originally planned to get out of the train, so she must have spent the latter part of the journey saying anything she needed to say as goodbye. I don't think another prolonged or tearful goodbye would have done Rose any good at all. Mrs Clavering has seen that the children have taken to Peter and Nicola and Mrs Marlow, and probably thinks that they will be better off getting on with their new life than reminded again of what is going.
