Yes. Foley can be unpleasant and will belittle people on occasion, but I think this is just from a sense of exasperation at the fools who surround him. Poley's intimidation techniques are clearly studied, and terrorizing people is something he relishes for its own sake, rather than being simple ruthlessness or a necessary means to an end.
